Importing Standing Desks from China to Canada: A B2B Import Checklist

By FUMEI · · 8 min read

Short answer: Canadian dealers and office-project buyers should confirm the classification of their exact desk, frame or component shipment with a licensed customs broker or a CBSA advance ruling before ordering. China-origin goods do not qualify for CUSMA preference merely because they are shipped through the United States. Check ordinary duty and any applicable surtax separately, arrange GST/HST handling, and review product labels and Canadian electrical safety evidence before approving the shipment. A customs release is not evidence of product safety approval.

As of 2026-11: this guide uses the official Canadian sources listed below, including Customs Notice 26-07, updated November 2, 2026. It provides general information, not a tariff ruling, tax opinion or product approval. Recheck the rules for the date your goods enter Canada.

Start with the goods, not a supplier's generic HS code

The CBSA 2026 Chapter 94 tariff distinguishes metal office furniture, wooden office furniture and parts. A product description such as "electric desk" is not enough to settle classification.

Goods being discussedOfficial tariff wording worth reviewingWhat to send the broker
Complete metal office desk9403.10.00 covers metal furniture of a kind used in offices; statistical suffix 91 describes desksAssembly drawings, materials, intended use and the condition as imported
Complete wooden office furniture9403.30.00 covers wooden furniture of a kind used in officesDesktop and frame materials and the complete product specification
Frames or other furniture partsChapter 94 has separate parts provisions, including metal frames within 9403.99.00Parts list, degree of assembly and whether the shipment forms a complete desk
Separately shipped electrical partsDo not automatically reuse the whole-desk classificationComponent function, technical data and separate invoice descriptions

These are tariff-text references, not classifications assigned to FUMEI products or to all standing desks. A composite product, an incomplete kit and a spare part need their own assessment. The ordinary MFN column for 9403.10.00 reads "Free", but that does not establish the classification of your goods or remove possible surtaxes and import tax. Do not turn one tariff line into a blanket landed-charge assumption.

Use the CBSA commercial-import guidance to prepare for classification and an advance ruling. Share the exact configuration rather than only a marketing brochure. See also our frames versus complete desks guide.

CUSMA is not a preference for China-origin desks

CBSA Memorandum D11-4-35 explains that CUSMA preference requires originating status under its rules of origin before the United States Tariff or Mexico Tariff can be applied. It is not a discount available to every shipment arriving from a US warehouse.

For desks that remain China-origin goods, do not claim CUSMA preference. A routing or warehousing arrangement is not proof of originating status. If manufacturing in a CUSMA country is part of your supply chain, have the broker assess the actual production and origin rules rather than assuming that a new shipping address changes origin.

Surtaxes: check the current measures and remission conditions

Treat the ordinary tariff, a surtax and remission of that surtax as separate questions.

Customs Notice 26-07: Steel Derivative Goods Surtax Remission Order, updated November 2, 2026, describes relief of surtaxes paid or payable under the Steel Derivative Goods Surtax Order for eligible goods. The notice refers to schedules with different classification, date, importer and other conditions. It does not justify saying that every metal desk attracts the same surtax or that every desk is automatically exempt.

The notice says claims must be supported by relevant records; no duplicate relief may have been granted for the same goods, and a remission claim must be made within two years after importation. For commercial goods, it describes using the relevant special authorization code on the Commercial Accounting Declaration. When remission is granted, the surtax must still be declared together with the applicable remission.

Ask your licensed customs broker to check the current orders and schedules against the exact goods and entry date, identify any applicable surtax, and document any remission eligibility and declaration requirements. Obtain a CBSA advance ruling for classification where appropriate. This article does not assign a universal surtax rate, select a remission code for your shipment or promise eligibility for relief.

GST/HST: separate border tax from ordinary duty

CBSA's 2026 commercial-import guidance says imported goods are generally subject to 5% GST and potentially customs duty. The CRA import-tax guidance explains the distinction between GST or the federal part of HST and provincial HST rules.

QuestionOfficial guidance and purchasing action
Who pays import GST/HST?CRA identifies the owner or importer of record as responsible; name that party before shipping
What is the import-tax base?CRA describes the Canadian-dollar value including duty and excise tax; have the broker calculate the shipment-specific assessment
Is provincial HST always collected at the border? Not for commercial goods destined for a participating province; self-assessment may apply, subject to the rules and exceptions
Can the tax be recovered?A GST/HST-registered importer may claim an input tax credit if the requirements are met; retain supporting documents and ask your tax adviser

A tariff entry reading "Free" does not mean there is no import GST or no tax administration. Do not substitute a retail provincial HST rate for the commercial border calculation.

Prepare the importer and customs broker in CARM

CBSA identifies CARM as the official system of record for collecting duties and taxes on commercial imports. Its 2026 guidance says businesses need a CRA business number and access to the CARM Client Portal. When using a customs broker, first register the business and then delegate authority in the portal. For Release Prior to Payment, the business needs its own financial security to enrol.

Build a shipment file around the actual configuration:

  • Commercial invoice with accurate product descriptions, origin and values.
  • Packing list matching the goods and cartons actually shipped.
  • Transport document and the agreed importer-of-record details.
  • Materials, drawings and component descriptions supporting classification.
  • Any evidence needed to support a surtax remission claim.
  • Electrical-model evidence and approved label artwork for the selected configuration.

This is a buyer's preparation checklist, not an assertion that the same document set satisfies every shipment. Ask the broker to identify additional records or other-agency requirements before dispatch.

Labelling: origin marking and electrical marks are different

CBSA Memorandum D11-3-1 separates country-of-origin marking from other departments' labelling requirements. Only specified goods are subject to the marking program, and the importer is responsible for compliance where it applies.

Do not assume either that every desk must carry a particular customs origin label or that no components need marking. Have the broker review the goods against the schedules. Where marking is required for non-CUSMA goods from China, the memorandum specifies English or French and generally requires legible, sufficiently permanent marking visible during normal handling. CBSA offers a National Customs Ruling for marking questions; that is distinct from a tariff-classification advance ruling.

As a procurement step, submit proposed product, carton, rating and instruction labels for review before production. Ask the Canadian importer to confirm the language and other labelling requirements for the actual sales channel and destination; this guide does not prescribe a universal bilingual label for every B2B desk.

Electrical safety marking: information, not a FUMEI approval claim

Health Canada's electrical-product guidance advises buyers not to purchase plug-in electrical products without a legitimate Canadian electrical certification mark, giving CSA, cUL and cETL as examples. It says the mark must appear on the product, not just the packaging.

For an electric standing desk, ask the importer and a qualified Canadian electrical compliance adviser to verify the selected configuration and the scope of the supporting evidence before purchase. Check the actual product/model identification and the power supply, cords and connected accessories. Health Canada also warns that replacement parts must be compatible; a matching-looking connector is not proof.

These are Canadian purchasing and safety considerations only. This article does not claim Canadian certification or approval for any FUMEI product. Do not treat a component document, a photograph of a logo or a customs release as approval of a complete desk configuration.

Frequently asked questions

Is there one Canadian HS code for all standing desks?

No. CBSA Chapter 94 distinguishes furniture by type and material and includes separate parts provisions. Ask a licensed customs broker or obtain a CBSA classification advance ruling for the exact goods as imported.

Can China-origin desks receive CUSMA preference through a US warehouse?

Not merely because of that routing. CUSMA preference requires originating status under its rules. Desks that remain China-origin goods do not qualify for that preference.

Does ordinary duty marked Free remove surtaxes and GST?

No. Ordinary duty, applicable surtaxes, conditional remission and GST/HST must be checked separately. Customs Notice 26-07 describes remission conditions and declaration requirements, not a blanket exemption for all desks.

Is full provincial HST collected on every commercial desk shipment at the border?

CRA says provincial HST is not payable at importation of commercial goods destined for a participating province, but self-assessment may apply. GST or the federal part of HST and input tax credit rules must be considered separately.

Does this article confirm Canadian electrical approval for FUMEI desks?

No. It explains official Canadian safety guidance only. The importer must verify evidence and marking for the selected configuration with qualified advisers before purchase.
